Kitty manages tax issues and health regulatory issues affecting health care providers, universities, and other exempt organizations, as well as all types of companies with HIPAA issues. 

These include electronic medical record vendors in her tax and health law practice. 

Kitty oversees Medicare and Medicaid reimbursement and fraud and abuse issues faced by the firm’s numerous nonprofit healthcare clients (teaching hospitals, medical faculty practice plans, HMOs, PPOs, pharmaceutical companies, physician joint ventures and insurance companies). With a practice that is national in scope, she counsels on legal and regulatory matters ranging from state administrative proceedings on Medicaid reimbursement disputes for specific clients to helping inform Congressional staff members about issues of concern. Kitty also represents the firm’s tax-exempt clients, largely universities, academic medical centers, and federally qualified health centers on health regulation and exempt organization matters, including tax issues and filings relating to offshore assets. In 1987, Kitty began serving as outside tax-exempt counsel to the State Bar of Georgia and counsel to the Georgia Bar Foundation, the charitable arm of the Supreme Court of Georgia. She also serves exempt organizations such as quasi-governmental organizations and charities.

Before joining the firm, Kitty worked as a staff member of the U.S. House of Representatives Energy and Commerce Committee — first with the Subcommittee on Oversight and Investigations and later with the Subcommittee on Health and Environment. During law school, she lectured at the University of North Carolina School of Public Health on the politics of healthcare and was a consultant to the National Institute of Environmental Health Sciences in Research Triangle Park, North Carolina. Kitty also acted as assistant to the general counsel at North Carolina Memorial Hospital, the teaching hospital at the University of North Carolina. Prior to this, she worked for a group health and life insurance brokerage, specializing in HMO requirements.

  • Represented South Carolina pediatric dental practices in connection with the sale of those businesses to an Atlanta-based Dental Support Organization.
  • Represented C&TDG Management, LLC (a portfolio company of MSouth Equity Partners) in a series of acquisitions with an aggregate purchase price exceeding $14.5 million.
