Rich is an energy regulatory attorney with more than 50 years of experience. 

He practices before several state and federal regulatory agencies, including the Texas Public Utility Commission, the Texas Railroad Commission and the Federal Energy Regulatory Commission. Rich advises clients on both natural gas and electric regulatory matters, and regularly represents parties in litigated proceedings before regulatory agencies, including rate cases, certificate matters, and rulemakings. He represents a variety of clients, including electric utilities, retail electric providers, cogenerators, energy storage operators, large industrial customers, and other companies. Rich also handles court appeals from agency decisions and has argued cases before several U.S. and state courts.

Recent representation includes serving as lead counsel for an electric utility proposing to construct high-voltage transmission lines that would permit wind energy developers in the Texas Panhandle to deliver renewable power to major Texas cities. Rich is also representing a utility seeking to transition its customers to retail competition. His appellate experience includes arguments before the U.S. Court of Appeals for the D.C. Circuit, the Third, Fourth, Fifth and Ninth Circuits, and in Texas state courts.
