  • How far will the FTC rulemaking reach? What are the possible extensions of the "in connection with" language into futures markets, pipelines, and refinery operations? What are implications for regulator overlap?
  • What kind of conduct could violate this market manipulation rule, and what are possible enforcement scenarios?
