Competition Versus Regulation: Reform of Energy Regulation in North America

Throughout the 1980's and early 1990's, Canadian regulator National Energy Board (NEB) and US regulator the Federal Energy Regulatory Commission (FERC) engaged in efforts to increase the role of market forces in the regulatory process, and thereby to promote competition in energy resources.  Sutherland Partner Paul Forshay co-authored an article examining these efforts.
