Senators Benjamin Cardin (D-Md.) and Barbara Mikulski (D-Md.) offered an amendment (see pages S5997 and S5998) to H.R. 1495 (Water Resources Development Act) to give states the veto power over the siting of LNG terminals. Both senators last month sponsored a standalone version of the amendment.
