Jeffrey P. Bialos, former Deputy Under Secretary for Industrial Affairs, Joins Sutherland

WASHINGTON (May 20, 2002) – Sutherland Asbill & Brennan is pleased to announce that Jeffrey P. Bialos has joined the firm's Washington, D.C. office as partner.

Mr. Bialos will focus his practice on aerospace, defense and homeland security issues as well as international commercial, trade and public policy matters affecting those and other industries.

Mr. Bialos served in several senior positions in the Clinton Administration, most recently as Deputy Under Secretary of Defense for Industrial Affairs.  In that position, he played a key role in reviewing path breaking transatlantic defense transactions and developing the needed regulatory and policy changes to facilitate defense industry linkages.  Previously, Mr. Bialos was Special Advisor to Under Secretary of State for Economic, Business & Agricultural Affairs Stuart Eizenstat and Deputy Assistant Secretary of Commerce for Import Administration.  Mr. Bialos also served as Head of the U.S. delegation for negotiations with the European Union over the future of the Global Navigation System and Galileo, the recently approved European navigation system.  He previously spent 14 years practicing international commercial and trade law in Washington, D.C.

Since he left government in early 2001, Mr. Bialos has been a Senior Fellow at the Belfer Center for Science and International Affairs at the John F. Kennedy School of Government, Harvard University, and also has served as a consultant in the aerospace and defense industry advising on two of the major defense mergers in the last year, including the acquisition of Newport News by Northrop Grumman Corp.  Mr. Bialos also advised Governor Mark Warner of Virginia on homeland security issues during his recent election campaign.

Immediately upon joining Sutherland, Mr. Bialos will serve as senior advisor to JSA Associates, a leading aerospace and defense consulting firm.  "JSA's capabilities, together with Sutherland's allows us to offer clients a unique combination of both front end strategic planning as well as legal representation relating to mergers, acquisitions and other defense and aerospace industry matters," Mr. Bialos said.

Mr. Bialos also was recently named Executive Director of the newly formed Program on Transatlantic Security and Industry at the Center for Transatlantic Relations at Johns Hopkins University's School of Advanced International Studies, which will focus on the evolving role of NATO, the future of coalition war fighting, development of transatlantic war fighting capabilities, and the integration of transatlantic defense industries.
