Jay Holloway counsels clients across the United States on compliance with current and future environmental regulations, permitting and enforcement matters. He advises utilities, electric cooperatives and industrial clients on the Clean Air Act, federal environmental laws and regulations, and state air pollution laws.
Jay provides environmental compliance advice to clients and serves as national environmental counsel to a number of generation and transmission electric cooperatives. He performs compliance audits, assists clients with compliance planning and implementation, and provides regulatory tracking and advocacy.
Jay has significant experience serving as lead counsel in Clean Air Act enforcement matters, citizen suit litigation and rulemaking appeals. He has successfully negotiated numerous settlements of federal and state new source review (NSR), acid rain and other enforcement actions. He also negotiates and appeals permits for new coal and gas generation.
His in-depth knowledge of all processes, equipment and operations of electric generating facilities has made Jay a popular speaker on new U.S. Environmental Protection Agency rules, enforcement initiatives, citizen suit litigation and the potential impacts on coal and natural gas.
