Jeffrey advises energy clients on litigation and transactional matters with a particular emphasis on regulatory law.
For more than 10 years, he has represented utilities, private equity investors, and other clients before various federal and state regulatory agencies. Jeffrey has significant experience representing investor-owned utilities before regulatory agencies in traditional base rate proceedings, mergers and acquisitions, transmission line siting cases, and all aspects of utility regulation. Additionally, he is well-versed in energy markets across the United States, including the Electric Reliability Council of Texas.
- Assisted the acquirer in securing Texas regulatory approval of El Paso Electric Company acquisition.
- Represented a Texas electric utility in 2016 rate case.
- Represented a Texas electric utility in a base rate proceeding and successfully negotiated a settlement.
- Obtained Texas regulatory approvals for an exchange of regulated utility assets among utilities.
- Obtained Texas regulatory approval for a series of transactions involving an exchange of assets and changes in ownership of electric utilities.
