Ray counsels clients on derivatives regulatory and transactional matters. 

He assists clients in navigating regulations issued by federal agencies and the National Futures Association (NFA), and developing compliance programs and procedures to address them. Ray has guided market intermediaries, including commodity pool operators and commodity trading advisors, through the Commodity Futures Trading Commission (CFTC) registration process; has represented clients before the CFTC, the NFA and other regulators on various matters; and has actively participated (on behalf of clients) in federal regulators’ rulemaking processes. He also assists clients in drafting and negotiating derivatives and other trading and financing documentation.

Ray has been a speaker on these and related topics at industry conferences and authored numerous articles on derivatives and commodities laws and regulations. He participates in, and is a member of, several industry groups, including the International Swaps and Derivatives Association, the Futures Industry Association, the American Bar Association’s Derivatives and Futures Law Committee, the American College of Investment Counsel, the Hispanic National Bar Association and the Hispanic Bar Association of the District of Columbia. He also holds a Series 3 license.

Ray is a member of Eversheds Sutherland’s Diversity and Inclusion Committee and Eversheds Sutherland’s Washington Hiring Committee.  He is also a Professorial Lecturer in Law at The George Washington University Law School, where he teaches a course on the regulation of derivatives.
